Ley N° 1938/2002 establishes Paraguay’s comprehensive domestic refugee‐status regime by defining who qualifies as a refugee and by extending the same protection to their immediate family. Its scope covers every phase of the asylum process: from initial application and reception of asylum-seekers, through first-instance eligibility determinations, exclusion checks (for serious crimes or threats to public order), cessation or revocation of status, and appeals, to durable-solution measures such as family reunification, local integration and resettlement.
