Country context

Liberia, located on the west coast of Africa, is a country that has demonstrated a commitment to protecting refugees. Refugees benefit from a legal framework that largely respects their rights, and the country does not have an encampment policy, allowing refugees to move freely. 

The Liberia Refugee Act (LRA) governs refugee status and identity documentation. Refugees are issued attestations upon registering with the Asylum Committee, and once recognized, they are provided with identity cards. However, the process for obtaining a residence permit remains complicated, costly, and bureaucratic.

UNHCR facilitated the voluntary repatriation of Ivorian refugees from Liberia to Côte d'Ivoire prior to the entry into force of the cessation clause for Ivorian refugees on 30 June 2022.  Over 12,000 Ivorian refugees repatriated by end 2022. The Ivorian former refugees who opted to stay in Liberia were assisted with documentation. The Government of Liberia committed to simplifying procedures for former Ivorian refugees to access basic services and regularize their status as permanent residents.
