Country context

Monaco is located on the Mediterranean coast, bordered by France to the west, north, and east, and the Mediterranean Sea to the south. Covering an area of approximately 2.1 square kilometers, Monaco is predominantly urban, with its four administrative districts: Monaco-Ville, La Condamine, Monte Carlo, and Fontvieille. Monaco is not a member of the European Union, but through its special relationship with France it participates in a number of key EU policies.

Monaco is not a primary destination for refugees and does not maintain its own asylum system. Instead, it relies on France's asylum procedures, as applications are processed through the French Office for the Protection of Refugees and Stateless Persons. The country has participated in resettlement efforts, such as the relocation of Syrian refugees, demonstrating a commitment to international protection mechanisms.

Monaco acceded to the 1951 Convention relating to the Status of Refugees on May 1954 and subsequently ratified the 1967 Protocol on June 2010. Monaco is not party to the 1954 Convention relating to the Status of Stateless Persons and the 1961 Convention on the Reduction of Statelessness. Under domestic legislation, Monégasque nationality is governed by a principally jus sanguinis regime, with limited provisions granting nationality to foundlings discovered within its territory and a declaration procedure for persons born before specific historic cut-off dates. 

Monaco has made a series of concrete pledges under the Global Compact on Refugees, most recently at the Second Global Refugee Forum in December 2023. These pledges speak directly to the Global Compact’s objectives of enhancing self-reliance, easing pressures on host countries (by building refugee capacities to contribute to economies), and expanding access to third-country solutions through education corridors.
