Country context

Azerbaijan is a country located in the South Caucasus region, bordered by Armenia, Georgia, Russia, and the Caspian Sea. The country has experienced significant internal displacement, particularly due to the conflict over Nagorno-Karabakh and subsequent events.  Internally displaced persons (IDPs), live across various regions of Azerbaijan, including Baku and surrounding areas, with many residing in temporary housing. The government continues to focus on the return and reintegration of these IDPs into the territories regained following the conflict. 

Azerbaijan also hosts a small number of refugees and asylum-seekers. The refugee population in the country consists primarily of individuals from Afghanistan, the Russian Federation, Syria, Iran, and Pakistan. Despite being a State Party to the 1951 Refugee Convention, some refugees face challenges in obtaining a formal legal status, which has limited their access to certain services, although they do have access to education, healthcare, and the labor market.

The country is also addressing issues related to statelessness, with ongoing efforts to reduce the number of stateless persons and facilitate their naturalization.  

Over the years, Azerbaijan has made efforts to integrate forcibly displaced individuals into society through social cohesion programs and livelihood initiatives. The government’s continued focus is on the return of IDPs, as well as reduction of statelessness and improving the legal status of refugees.
