Saint Kitts and Nevis is a twin-island federation in the Eastern Caribbean Sea, part of the Lesser Antilles archipelago. The islands lie southeast of Antigua and Barbuda and northwest of Montserrat, with no land borders and a maritime climate influenced by surrounding tropical waters.
The state acceded to the 1951 Convention Relating to the Status of Refugees in February 2002, thereby accepting the core international obligations for refugee protection; however, it has not ratified the 1967 Protocol, nor joined the 1954 or 1961 Statelessness Conventions. No domestic statute or administrative regulations exist to implement refugee or statelessness status-determination procedures, and there is no formal national asylum framework. When individuals expressing a fear of return are identified, their claims are referred to UNHCR’s Honorary Liaison in Saint Kitts and Nevis and adjudicated by the regional office in Washington under UNHCR’s mandate.
...Stateless persons are not afforded a dedicated status-determination process and are managed under the broader immigration framework, with temporary identity documentation issued in certain cases. The absence of specific legislation on statelessness limits formal recognition of nationality gaps and associated rights.
