Customs Proclamation No. 859/2014

Year: 2014

Type: Domestic law

Rights Category: Housing, land & property

Description

This Proclamation is enacted with a view to have an expedient and modem customs legal framework and to establish a strong system of law enforcement to prevent the increasing incidence of contraband and other commercial crimes. The Refugee Proclamation, under article 29/3, allows asylum-seekers to bring their assets and property to Ethiopia free of tariff at the time of their first admission without prejudice to the provision of applicable customs laws regarding prohibited and restricted imports. The Customs Proclamation, under article 2(30), defines “prohibited goods” under article 2(31), “restricted goods”. Also, article 4(2) of the Customs Proclamation provides that no person may import, export or transit restricted goods unless in compliance with the requirements of the restriction. The implementation of the Customs Proclamation and other subsidiary laws put in place for its implementation should take into account the right extended to refugees.
