Driver’s Qualification Certificate Procedure, Directive No. 24/2018

Year: 2018

Type: Domestic law

Rights Category: Documentation

Description

Article 31 of the 2019 Refugees Proclamation specifies the right of refugees to be issued with driving licenses both as novice drivers and in exchange of foreign driver’s license. In line with the Driver’s Qualification Certification License Proclamation, the Directive on Driver’s Qualification Certificate Procedure issued by the Transport Authority imposes requirements on the applicants, among others, submit valid kebele ID, passport or birth certificate and authenticated educational credentials. Pursuant to Article 31(2) of the 2019 Refugees Proclamation, refugees are dispensed from the obligation to authenticate their driver’s license by their embassies and reciprocity so as to acquire equivalent Ethiopian driver’s license if they are willing to take the necessary tests. An important development in this area is the issuance of circulars by regions and city administrations which oblige the concerned institutions to accept refugees’ identification documents in lieu of a passport or Kebele IDs.
