Article 31 of the 2019 Refugee Proclamation entitles refugees to apply both for recognition of foreign driver’s license or acquiring new driving licenses in Ethiopia. This provision, however, makes reference to applicable laws as regards specific requirements with some special treatment to refugees compared to other foreigners. The law governing driving in Ethiopia is Driver’s Qualification Certification License Proclamation. Article 5(2) and 6(2) of this Proclamation vests the Federal Transport Authority with the power to set detailed standards that ought to be complied with by the licensing body. Article 2(6) of the same Proclamation defines ‘Licensing Body’ as a federal or regional transport institution, or any government institution established in accordance with law and gets delegation from the authority to issue driver’s qualification certification license.
