The Federal Small and Medium Manufacturing Industry Development Agency (FSMMIDA) adopted this Directive with the objective of addressing gaps in terms of the entrepreneurial attitude and skills of citizens. It aims at developing competent, diligent, entrepreneurial and competitive human resource in the Small and Medium Manufacturing Industry sector. The Directive specifically mentions the need to engage the participation of returnees, among others, but falls short of including refugees. The Directive makes special mention of returnees. The focus on returnees is informed by the belief that returnees are resourceful people owing to the experience they have gained while they were abroad.
