Memorandum of Understanding between Ministry of Health (MOH) and Refugee and Returnee Service (RRS)

Year: 2012

Type: Domestic policy

Rights Category: Health

Description

The MoU outlines the principles for cooperation between the participating Agencies, i.e. Ministry of Health (MoH), RRS, UNHCR and UNICEF, and their roles and responsibilities for provision of vaccines and nutrition supplies for the entire refugee population in Ethiopia. It was established in 2012 for vaccination considering the large influx of refugees and is amended in 2019 to formalize the inclusion of nutrition supplies for the treatment of severe acute malnutrition. The integration of supplies management among the parties involved enable a strengthened supplies management system as integrated supplies management system avoids duplication of roles. The goal of the MOU is enshrined by the respective international commitments and mission of institutions working within the country. An important component of these shared obligations arising from international legal instruments is the creation of conditions which would assure to all non-discriminatory access to health care, both preventative and curative. Article 25 of the Refugee Proclamation states that refugees shall have access to available health services in Ethiopia.
