The Public Health Proclamation comprehensively addresses aspects of public health, waste handling and disposal, including food quality control, food standard requirements, and water quality control, availability of toilet facilities, and the health permit and registration. Article 25 of the Refugee Proclamation states that refugees shall have access to available health services in Ethiopia.
