No. 721/2011 prioritizes the interest of urban centres to ensure sustainable urban development and equitable benefits by defining and detailing procedures and principles to enhance land delivery and to capture value of land. The holding system, which prevails in urban areas of the country, is the lease system that is administered by this law. Lease has been the system for the transfer of urban land to users.
