The Bylaw of 23 October 2015 on the questionnaire for  assessing vulnerabilities of asylum seekers establishes the use of a vulnerability detection questionnaire for asylum seekers, as stipulated in article L. 744-6 of the Code de l’entrée et du séjour des étrangers et du droit d’asile (CESEDA). This questionnaire is designed to identify specific vulnerabilities among asylum seekers to tailor their reception conditions and support services accordingly.

The arrêté mandates that the vulnerability assessment be conducted using the standardized questionnaire annexed to the document. This questionnaire includes questions aimed at identifying various vulnerabilities, such as health issues, disabilities, pregnancy, and other factors that may require special attention or accommodation. The goal is to ensure that the needs of vulnerable asylum seekers are met and that they receive appropriate care and support during their stay in France.

The data collected through the questionnaire is managed by the Office français de l’immigration et de l’intégration (OFII) and transmitted to the Office français de protection des réfugiés et des apatrides (OFPRA). The arrêté emphasizes the importance of confidentiality and the protection of personal and medical information provided by asylum seekers. It ensures that the information is used solely for the purpose of assessing and addressing their vulnerabilities.
