The Decree No. 2011-1031 of 29 August 2011 on the conditions for exercising the right of asylum mandates that asylum seekers must be informed about their rights and obligations in a language they are reasonably expected to understand. This includes providing information on the asylum process, their legal rights, and available support services.  It allows for the transmission of appeals against decisions made by the Office français de protection des réfugiés et apatrides (OFPRA) to the Cour nationale du droit d’asile (CNDA) via fax. This provision aims to expedite the appeals process and ensure timely consideration of asylum claims. The decree also clarifies the conditions under which asylum seekers in detention can submit their asylum requests. It specifies that individuals detained under the Dublin Regulation, which determines the EU member state responsible for examining an asylum application, cannot submit an asylum request in France if another state is responsible for their case. The decree also includes provisions for the documentation and reporting of asylum seekers’ personal information, such as identity, family details, travel history, and previous asylum applications.
