Description
The Transitional Constitutional Charter is establishing a temporary legal framework to guide the country through a 39-month transition. It defines Sudan as a sovereign, democratic, decentralized state grounded in human rights and the rule of law; sets up the three main branches (the Sovereignty Council as head of state, the Transitional Cabinet, and the Transitional Legislative Council) along with independent commissions (e.g., for peace, justice, anti-corruption); enshrines an extensive Bill of Rights and Freedoms (protecting equality, dignity, due process, and social welfare); and outlines procedures for states of emergency, the judiciary, and public prosecutions.
