KRI Administrative Instructions No. 9 entered into force on 24 September 2024. This document provides a framework for the issuance of Personal Identification Cards, built upon the existing asylum space in the KRI, harmonize practices across all KRI governorates, facilitate the work of law enforcement officials, and provide predictability to asylum-seekers and refugees in relation to their rights and obligations. The non-refoulement principle is in the center of the AI, providing for asylum-seekers are not sent back to a country where they might face torture, inhuman treatment, or serious human rights violations.
