UNHCR is mandated to provide protection, assistance and solutions for forcibly displaced and statelessness persons. Central to this mission is mapping laws and policies and assessing how national legal frameworks align with international legal standards. In support of these efforts, the Rights Mapping and Analysis Platform (RiMAP) provides a methodology to collect and analyze domestic laws and policies, focusing on eleven specific rights categories: Asylum; Documentation; Education; Family Life; Freedom of Movement; Health; Housing, Land & Property; Liberty & Security of Person; Nationality & Facilitated Naturalization; Social Protection; and Work & Workplace Rights.

The Rights Mapping and Analysis Platform provides an online platform aiming to provide information on access to rights and solutions for forcibly displaced and stateless persons. It contains a collection of relevant national laws and policies, key international and regional legal instruments, but also legal research and analysis around the 11 categories of rights with an overview of challenges within each. Through its research and country-specific responses, RiMAP aims to shed light on the legal context for refugees, internally displaced persons, and stateless individuals, enabling the identification of legal and practical gaps in national legal and policy frameworks. Ultimately, it seeks to promote policy reforms and the inclusion of these populations within national legal systems.

The additional components of RiMAP are the Refugee Treaty and Legislation Dashboard and the IDP Law and Policy Dashboard, which contain fundamental data on national legislation and treaties, relative to refugees and internally displaced persons, respectively.

Methodology

UNHCR’s country operations, regional bureaux, and partners play an essential role in collecting and reviewing relevant domestic laws and policies, as well as analyzing the national legal landscape that affects refugees, asylum-seekers, internally displaced and stateless persons. The law and policy review helps to identify areas where the relevant legal frameworks may be lacking but also highlights challenges in the practical implementation of the existing laws, thus enabling a comprehensive approach to improving people’s access to rights.
