Selected provisions
"(Unofficial translation) When a birth is not registered in the Civil Registry within ninety days of the birth, it will be considered late. After this period has expired, and up to eighteen years after the birth, the civil registrar may accept the registration at the request of the persons obligated to declare the birth, after receiving a report from the Child and Adolescent Protection Council. This request must be accompanied by an explanatory report detailing the reasons that prevented timely registration.
All applications for birth registration of persons of legal age must be submitted to the civil registrar, who must request a prior opinion from the National Civil Registry Office. This opinion will be binding in determining whether or not to proceed with the registration and may be appealed in accordance with the administrative procedure established in this Law.
The National Electoral Council will issue regulations governing late registrations of births of indigenous peoples and communities, guaranteeing respect for their ancestral customs and traditions."
