"Health services will guarantee health protection for all inhabitants of the country and will operate in accordance with the following principles:

(Unofficial translation) Health is understood not only as the absence of disease but as a complete state of physical, mental, social and environmental well-being.

(Unofficial translation) Any individual whose subjective rights or legitimate interests are violated under the terms established in this Law may appeal to the administrative channel or to the administrative jurisdiction in accordance with the provisions of the Organic Law of Administrative Procedures and the Organic Law of the Supreme Court of Justice.

Todo sujeto a quien le sean lesionados sus derechos subjetivos o intereses legítimos en los términos establecidos en esta Ley, podrá recurrir ante la vía administrativa o ante la jurisdicción administrativa de conformidad con lo establecido en la Ley Orgánica de Procedimientos Administrativos y en la Ley Orgánica de la Corte Suprema de Justicia.
