(Unofficial translation) The Housing and Habitat Benefits System guarantees the right of people within the national territory to access the policies, plans, programs, projects and actions that the State develops in matters of housing and habitat, giving priority to low-income families and other subjects of special attention defined in the law that regulates the Housing and Habitat Benefits System.

El Régimen Prestacional de Vivienda y Hábitat garantiza el derecho a las personas dentro del territorio nacional, a acceder a las políticas, planes, programas, proyectos y acciones que el Estado desarrolle en materia de vivienda y hábitat, dando prioridad a las familias de escasos recursos y otros sujetos de atención especial definidos en la ley que regule el Régimen Prestacional de Vivienda y Hábitat.

(Unofficial translation) Social security is a fundamental and inalienable human and social right, guaranteed by the State to all Venezuelan men and women residing in the territory of the Republic, and to foreign men and women lawfully residing therein, regardless of their contributory capacity, social condition, employment, means of livelihood, wages, income, and rent, in accordance with the principle of progressivity and under the terms established in the Constitution, as well as in the various national laws, treaties, pacts, and conventions signed and ratified by the Republic.

La seguridad social es un derecho humano y social fundamental e irrenunciable, garantizado por el Estado a todos los venezolanos y venezolanas residentes en el territorio de la República, y a los extranjeros y extranjeras residenciadas legalmente en él, independientemente de su capacidad contributiva, condición social, actividad laboral, medio de desenvolvimiento, salarios, ingresos y renta, conforme al principio de progresividad y a los términos establecidos en la Constitución, así como en las diferentes leyes nacionales, tratados, pactos y convenciones suscritos y ratificados por la República.
