Country context

Hungary, located in Central Europe, shares borders with Austria, Slovakia, Ukraine, Romania, Serbia, Croatia, and Slovenia. As a member of the European Union, Hungary is bound by EU legislation and international treaties concerning the protection of asylum-seekers, refugees and stateless persons.

Hungary has ratified the 1951 Refugee Convention and its 1967 Protocol, as well as the 1961 Convention on the Reduction of Statelessness. However, the implementation of these instruments has been subject to national legislative changes and EU legal proceedings over time.

Access to asylum procedures in Hungary has been limited in recent years, which has resulted in a decrease in asylum applications. In response to the conflict in Ukraine, Hungary has extended Temporary Protection status to Ukrainian nationals. This status provides temporary residence and access to certain rights and services, facilitating the integration of displaced persons from Ukraine.

Hungary has not established a dedicated statelessness determination procedure. Stateless individuals without legal recognition or status are not entitled to work legally and may face significant barriers in finding employment. Efforts to enhance birth registration and address statelessness have been encouraged, particularly during Hungary's EU Presidency in 2024.
