Country context

Grenada is an island nation located in the southeastern Caribbean Sea, consisting of the main island of Grenada and smaller islands, such as Carriacou and Petit Martinique. It is situated northeast of Venezuela and south of Saint Vincent and the Grenadines. Grenada has a small, open economy that depends on tourism and agriculture. 

Grenada does not serve as a primary destination for large numbers of refugees or asylum-seekers and there are no refugee camps or significant refugee populations residing within Grenada. Asylum-seekers originate predominantly from within the Caribbean region, including arrivals from neighbouring island states and occasional applicants from further afield. These individuals reside in private accommodation in urban areas—principally St. George’s and Gouyave—with no formal refugee camps or settlements. Community‐based arrangements and integration into local housing markets are the prevailing modalities for shelter and subsistence. Internally displaced persons are not recorded in any significant numbers, as there have been no large‐scale internal movements triggered by conflict or disaster in recent decades.

At the international level, Grenada has not acceded to the 1951 Convention relating to the Status of Refugees or its 1967 Protocol, nor to the 1954 Convention relating to the Status of Stateless Persons or the 1961 Convention on the Reduction of Statelessness. This positions Grenada as one of the few Caribbean states without binding treaty obligations under these instruments. As a result, there is no dedicated domestic legislation establishing procedures for refugee status determination or statelessness determination. Instead, asylum and related protection needs are addressed through general immigration regulations, with registration and interviews conducted on an ad hoc basis.
