Country context

Qatar is a peninsula in the Middle East, bordering Saudi Arabia and the Persian Gulf. Most refugees and asylum-seekers in Qatar are from Iraq and Syria and reside in urban areas.

Qatar is not a party to the 1951 Convention relating to the Status of Refugees or its 1967 Protocol. In 2018, Qatar adopted Law No. (11) of on the Regulation of the Political Asylum, regulating the granting of asylum on political grounds.

Qatar is neither party to the 1954 Convention relating to the Status of Stateless Persons, nor the 1961 Convention on the Reduction of Statelessness. The nationality law in Qatar does not permit Qatari mothers to confer their nationality on their children, without exception, even if this would result in statelessness.

UNHCR and the State of Qatar held its first strategic dialogue in 2024, during which three agreements were signed, building on a steadfast partnership and strengthening collaboration on global displacement challenges. Qatar’s humanitarian and development programmes have expanded significantly in the last decade, and so has its diplomatic and political role as a mediator in the region.
