Country context

Romania, located in Central Europe, shares borders with Ukraine and Moldova, which has positioned it as a key host for refugees, particularly in response to the ongoing conflict in Ukraine. The country has welcomed over a large number of refugees, primarily from Ukraine, following the escalation of hostilities in 2022. 

Romania acceded to the 1951 Convention relating to the Status of Refugees and its 1967 Protocol in 1991. Romania acceded to the 1954 Convention on the Status of Stateless Persons and to the 1961 Convention on the Reduction of Statelessness in 2006. Romania has also ratified the 1997 European Convention on Nationality.

Romania has created a favourable environment for the reception of Ukrainian citizens and third country nationals from Ukraine and for their inclusion through the implementation of the Temporary Protection Directive which was transposed into the Romanian normative framework. Refugees from Ukraine, especially women and children, are primarily accommodated in private housing, though some reside in facilities like student dormitories and community centers.
