Country context

Slovenia is a landlocked Central European state bordered by Austria to the north, Italy to the west, Hungary to the northeast and Croatia to the south. Refugees and asylum-seekers originate from various countries, notably Ukraine—under temporary protection—and, to a lesser extent, from Syria, Afghanistan. These individuals reside in reception centres and in private accommodation in urban centres, integrating into local communities.

Slovenia succeeded to the 1951 Convention relating to the Status of Refugees and to its 1967 Protocol on 6 July 1992, after it declared its independence from Yugoslavia. As part of the European Union, its asylum and statelessness frameworks incorporate both national legislation and transposed EU directives. Slovenia has a standard asylum procedure governed by the provisions of the International Protection Act and the Foreigners Act and provides access to territory and protection, social services and employment. On 9 March 2022, Slovenia adopted the Decision establishing temporary protection for persons displaced from Ukraine, entering into force on 10 March 2022, allowing activation of the Temporary Protection of Displaced Persons Act from 2005.

Slovenia succeeded to the 1954 Convention relating to the Status of Stateless Persons in 1992. In 2025, Slovenia acceded to the 1961 Convention on the Reduction of Statelessness. The accession, which also fulfilled Slovenia's pledge at the Global Refugee Forum in December 2023, reflects the country's efforts to prevent and reduce statelessness and to identify and protect stateless people.
