Country context

Yemen, located on the Arabian Peninsula, remains in a precarious state, marked by the absence of lasting peace since the UN-mediated truce lapsed in October 2022. Yemen hosts a range of displaced populations, including refugees, asylum-seekers, internally displaced persons (IDPs), and returnees. Refugees and asylum-seekers primarily hail from Somalia and Ethiopia. In addition to hosting forcibly displaced populations, Yemen serves as a transit point for mixed movements, primarily from the Horn of Africa. 

Although Yemen is a State party to the 1951 Convention relating to the Status of Refugees and its 1967 Protocol, it faces challenges in ensuring refugees' access to legal documentation and other basic rights. The registration of new asylum-seekers recommenced in the northern governorates. Persistent challenges remain in advancing durable solutions.

IDPs in Yemen confront challenges stemming from both conflict and climate-induced displacement. Climate-related displacement continues to be the main driver of forced displacement. Many of them reside in camp-like settings such as schools or vacant public buildings. These sites often face limited access to services and inadequate infrastructure, leading to increased vulnerability to health risks and safety concerns. Various interventions are underway to address their protection needs, including documentation, flood risk reduction, mine risk awareness, transitional shelters, and core relief items. Some IDPs choose to return spontaneously or settle locally in areas with more opportunities. Despite some returns of internally displaced persons (IDPs), challenges in humanitarian access persist.

Yemen is not party to the 1954 Convention relating to the Status of Stateless Persons or the 1961 Convention on the Reduction of Statelessness.
