Article 1 (new) of Arrêté No. 000595/MIPDDL/2026 establishes the refugee identification card and provides that it is issued to any refugee who is registered and recognized as such in Mauritania. It further states that the card is personal and constitutes legal residence in Mauritania. The same article makes issuance conditional on two cumulative requirements: prior registration in the population register and recognition of refugee status in accordance with applicable regulations.

Article 2 (new) provides that the refugee identification card is produced by the Agence Nationale du Registre des Populations et des Titres Sécurisés (ANRPTS). It is valid for one year from the date of issuance and is renewable under the conditions provided by applicable regulations.

Article 5 (new) provides that the card is handed over by UNHCR, in coordination with the ANRPTS.

Persons with protected status do not appear to be covered by these provisions.
