Do domestic laws and policies provide for the “inclusion criteria” in the 1951 Refugee Convention definition of a refugee, and, where applicable, broader regional definitions, or other definitions?

Analysis
The Migration and Aliens Law incorporates the refugee inclusion criteria contained in the 1951 Convention relating to the Status of Refugees (Article 42, paragraphs 1 and 2). It further incorporates expanded protection criteria inspired by the 1984 Cartagena Declaration, although with certain differences in wording and scope (Article 42, paragraph 3). In addition, the provision expressly includes persecution through sexual violence and other forms of gender-related persecution among the circumstances that may give rise to international protection. Article 42 also extends protection to certain family members and dependants under the conditions established by law.
