Under the Law 6458 on Foreigners and International Protection, refugee status is granted where the fear of persecution is linked to events occurring in European countries under Article 61. Türkiye also provides complementary forms of protection in domestic law beyond status within the domestic international protection framework. Conditional refugee status applies where the same Convention grounds are met but the events occurred outside European countries as Turkiye is  a party to the 1951 Convention with geographical limitation, and the person is permitted to remain in Türkiye until resettlement to a third country under Article 62. Subsidiary protection is available where the person does not qualify as a refugee or conditional refugee, but would face the death penalty, torture or inhuman or degrading treatment or punishment, or a serious individual threat arising from indiscriminate violence in an international or domestic armed conflict under Article 63.

Temporary protection is a separate protection regime regulated by Law 6458 on Foreigners and International Protection, Article 91 and the Temporary Protection Regulation. Temporary protection may be provided in mass influx situations. The Temporary Protection Regulation includes transitional provisions for Syrian nationals, stateless persons and refugees coming from Syria due to events since 28 April 2011, including persons who had applied for international protection, and it contains an additional clause covering certain Syrians readmitted to Türkiye after irregular onward movement to the Aegean islands after 20 March 2016, provided they request protection.

Finally, a humanitarian residence permit is not an international protection status, but it can operate as a complementary safeguard in specific situations listed in Law 6458 on Foreigners and International Protection, Article 46.
