Do domestic laws and policies provide for the exclusion from refugee status of persons who are not in need of international protection?

Analysis
The Migration and Aliens Law sets out specific exclusion clauses applicable to refugee status (Article 43). These provisions apply where there are serious reasons for considering that the applicant has committed a crime against peace, a war crime, a crime against humanity, a serious common crime committed outside Honduras prior to applying for refugee status and punishable under Honduran law, or acts contrary to the purposes and principles of the United Nations.
The exclusion clauses contained in Article 43 do not expressly address situations covered by Article 1E of the 1951 Convention relating to the Status of Refugees, which concerns persons who have established residence in a country and enjoy rights and obligations attached to the possession of that country's nationality. No specific provision addressing Article 1E was identified in the legislation reviewed.
