Do domestic laws and policies prohibit the penalization of asylum-seekers and refugees for irregular entry or presence?

Analysis
The Migration and Aliens Law expressly prohibits the imposition of pecuniary or any other sanctions on persons seeking recognition of refugee status on account of their irregular entry or stay in Honduran territory (Article 46). This protection is consistent with Article 31 of the 1951 Convention relating to the Status of Refugees, which limits the imposition of penalties on refugees who enter or remain irregularly, subject to the conditions established under that provision. The same safeguard is reiterated in Article 51 of the Regulations to the Migration and Aliens Law.
