Article 15 - Prohibition against Refusal to Provide Medical Services

(1) Medical personnel or the founder of a medical institution shall not, upon receiving a request for medical treatment or assistance in childbirth, refuse such request without good cause. <Amended on Dec. 20, 2016>

(2) Medical personnel shall give the best treatment to any emergency patient, in compliance with the Emergency Medical Service Act.
