The Law of the Republic of Uzbekistan “On International Treaties of the Republic of Uzbekistan” establishes the legal framework for the negotiation, conclusion, implementation, and termination of international treaties. The law ensures that international agreements align with Uzbekistan's Constitution and legal system while also specifying cases where international treaties take precedence over national legislation.

Article 3 - International Treaties of the Republic of Uzbekistan in the Legal System

International treaties of the Republic of Uzbekistan, together with universally recognized principles and norms of international law, constitute an integral part of the legal system of the Republic of Uzbekistan.

Article 18: International Treaties Subject to Ratification

In accordance with the Constitution of the Republic of Uzbekistan, the ratification of an international treaty is carried out by the chambers of the Oliy Majlis of the Republic of Uzbekistan through the adoption of a law on the ratification of the treaty.
The following international treaties are subject to ratification:
Treaties establishing the foundations of interstate relations and mutual legal assistance;
Treaties concerning the defense capacity of the Republic of Uzbekistan, peace treaties, and collective security agreements;
Treaties on territorial delimitation of the Republic of Uzbekistan with other states;
Treaties involving Uzbekistan's participation in interstate unions, international organizations, and other associations;
Treaties requiring amendments to existing laws or the adoption of new laws in Uzbekistan, or establishing provisions differing from those in Uzbekistan's laws.
International treaties whose negotiating parties have agreed to subsequent ratification are also subject to ratification.
The chambers of the Oliy Majlis may also ratify other international treaties at their discretion.
International treaties concerning state external borrowings and international guarantee agreements are not subject to ratification. These treaties take effect for Uzbekistan as determined by the agreement of the contracting parties.
