Description

Decree regarding the responsibilities, organization, and functioning of the High Authority for the Consolidation of Peace.

This decree notably defines the missions of the High Authority for the Consolidation of Peace as follows:
– the prevention and negotiated resolution of inter- and intra-community conflicts;
– the facilitation of consultation and dialogue between parties involved in a crisis or engaged in a conflict;
– the management of Disarmament, Demobilization, and Reintegration (DDR) processes for groups that may pose a security threat;
– the identification of actions — including through affirmative action — to address existing disparities between territories or communities, or to resolve security-related problems;
– the development, implementation, and monitoring of recovery programs, as well as the socio-economic integration of communities affected by insecurity or located in high-risk areas;
– the organization of debates on new forms of insecurity and the conducting of studies, investigations, or inquiries on peace consolidation issues;
– participation in the voluntary repatriation of persons displaced by conflicts.
