The electoral register is the list of persons over sixteen years of age who are eligible to vote in each election. It is prepared by the National Electoral Council based on information that the Civil Registry or the entity responsible for administering the civil registry is required to submit. It will be supplemented by the voluntary registration of foreign residents in the country who are over sixteen years of age in order to exercise their right to vote. The National Electoral Council will be responsible for organizing and preparing the electoral register of Ecuadorians domiciled abroad, in coordination with the relevant agencies. The electoral rolls constitute the segment of the national electoral register used for each polling station. The National Council will determine the number of voters to be included on each electoral roll. The rolls will be arranged alphabetically by surname and given name. A person's marital status will not affect or modify their identity. In the event that a second round of elections must be held to elect the President and Vice President of the Republic, the electoral rolls of the first round may not be altered under any circumstances, nor may the number of voters per Polling Station be changed, nor may new voters be included in the register.
