Establishes the regulatory framework for the opening, operation, limitations, and closure of basic accounts within the Popular and Solidarity Financial Sector, aiming to facilitate access to basic financial services under regulated conditions.

The purpose of this regulation is to establish the requirements for the opening, the limitations on transactional activities, as well as the grounds for the closure of basic accounts within the Popular and Solidarity Financial Sector.
