Assessment by population
Analysis
Article 52 of the Refugees, Complementary Protection and Political Asylum Law provides that an asylum-seeker, refugee, or beneficiary of complementary protection may be expelled or returned to another country where there are reasonable grounds for considering that the person poses a risk to national security, or where the person has been convicted by final judgment of a serious crime whose nature constitutes a threat to society. Article 52 does not expressly provide for the safeguards reflected in Article 32(2) and (3) of the 1951 Convention.
