(1) The Department shall maintain at least one Juvenile Rehabilitation Centre in each Divisional Headquarter under the control of its In-charge to keep and accommodate the juvenile offender therein.
(2) All arrangements, relating to imparting education and training to juveniles offender's mental, physical, moral, medical, recreational facility and psychological development, shall be provided within the Juvenile Rehabilitation Centre.
(3) All kind of standing operating procedures, training manuals, internal child safety mechanism etc. may be prepared by the Department, in consultation with Zakar Ushr, Social Welfare, Special Education and Women Empowerment Department of Government.
(4) The Juvenile Rehabilitation Centre shall be a child friendly place of confinement, where juvenile offenders are kept, trained and rehabilitated, and by no means it shall look like and be managed like a jail or any other place of imprisonment.
(5) All efforts shall be made to establish the Juvenile Rehabilitation Centers at a considerable distance from prisons or jails.
