Selected provisions
Paragraph 13

Previously we have held that although the Act of 1992 has been promulgated but inits terms it is not sufficient to cater the requirement because to ensure the application offundamental rights of such class of labourers guaranteed by the Constitution, the lawmust be more stringent, otherwise it would become very difficult for the law enforcingagencies as well as the Courts to effect the recovery of the 'detained persons and topunish the delinquents adequately. Thus it is recommended that law givers may reviewthe said provisions of law by incorporating the provisions to cater requirements, as theprevailing presently.
