Do domestic laws and policies provide for efficient asylum procedures on appeal?

Analysis
Rule 2 of the Tribunal Procedure (First-tier Tribunal) (Immigration and Asylum Chamber) Rules 2014 (“the Procedure Rules”)1 requires the Tribunal to avoid delay, so far as compatible with proper consideration of the issues in the appeal.
The Tribunal has wide-ranging case-management powers under Procedure Rule 4, including the ability to give directions, schedule hearings, and manage evidence, and the Tribunal has well-established administrative systems, including a digital case-management platform, to assist with the efficient management of appeals.
In June 2026, the Government introduced draft legislation2 which would see the First-tier Tribunal replaced by a body to be known as the Independent Immigration Appeals Authority (IIAA).3 The Immigration and Asylum Bill specifies that decision-makers in the IIAA will be adjudicators, rather than judges, and the Home Secretary announced that majority will not be required to have prior legal training.
