Do domestic laws and policies provide for the revocation of refugee status?
Assessment by population
Analysis
Article 9(f) of Decree No. 2022-063 provides for the ending of refugee status if a person has committed a serious non-political crime outside the host country after being admitted as a refugee. Under international refugee law, however, the commission of a crime by a refugee after admission to the host country may result in the revocation of refugee status only if it brings them within the scope of Article 1F(a) or (c) of the 1951 Convention because these exclusion grounds are not subject to geographic or temporal restrictions (refugee status may be revoked based on a person’s criminal conduct only if the person has committed a crime against peace, a war crime or a crime against humanity, or been guilty of acts contrary to the purposes and principles of the United Nations or the African Union).
