The Reglamento de Personas Refugiadas in its article 17 expressly establishes that no person claiming the status of stateless person or asylum seeker may be rejected at the border and shall be protected by the principle of non-refoulement guaranteed to refugees in accordance with international treaties signed by the country on the subject and the Ley General de Migración y Extranjería.

Article 17
Ninguna persona que invoque la condición de apátrida y asilado podrá ser rechazada en frontera y estará de la misma forma protegida por el principio de No Devolución garantizado a las personas refugiadas de conformidad con los tratados internacionales suscritos por el país en la materia y en la Ley General de Migración y Extranjería.
