Analysis
Costa Rica has a well-defined procedure for recognizing and validating degrees, certificates, or diplomas obtained abroad, whether at the primary, secondary, or university levels.
Regarding the recognition of certificates or diplomas of studies in primary or secondary education received abroad, the Ministerio de Educación Pública (Ministry of Public Education) has a procedure established in the “ Lineamientos sobre emisión, reposición, equiparación y reconocimiento de títulos y certificados educativos” (Guidelines on the issuance, repositioning, equalization and recognition of educational degrees and certificates).
Regarding university studies, the regulation is found in the “Convenio de Coordinación de la Educación Superior Universitaria Estatal en Costa Rica” (Coordination Agreement for State University Higher Education in Costa Rica).
The costs associated with the equivalency of degrees or diplomas are consistent for both nationals with foreign-issued degrees and foreigners, including refugees and asylum seekers.
Guideline No. DM- 45-08-2018-MEP highlights that, the Convention Relating to the Status of Refugees (Geneva, 1951), establishes the commitment of the States so that in the field of public education refugees have the most favorable treatment possible and in no case less favorable than that granted in the same circumstances to foreigners, in general with respect to education other than elementary education and, in particular, with respect to access to studies, recognition of certificates of studies abroad, exemption from fees and charges and the granting of scholarships. In addition, it recognizes the right of the refugee and asylum seeker to have administrative assistance in order not to seek assistance from the authorities of the government of their country of origin or habitual residence.
